Do I need to carry S$20,000 in cash?

No. The S$20,000 figure sometimes seen on Singapore government websites is not a minimum amount tourists must bring.

It is a declaration threshold.

If you enter or leave Singapore carrying physical currency and bearer negotiable instruments worth more than S$20,000, or the foreign-currency equivalent, you must make the required declaration.
