Yes. Kenya has a legal requirement for non-Kenyans entering the country for stays of less than twelve months to possess travel health insurance.
This is sometimes described online as the new Kenya tourist visa insurance requirement. Strictly speaking, Kenya now uses the Electronic Travel Authorisation, or eTA, for most travelers rather than the old tourist-visa system.
The insurance requirement comes from Kenya's Social Health Insurance Act and Social Health Insurance Regulations. It is therefore a travel-health and entry requirement rather than simply another name for the eTA.
What does Kenyan law actually say about travel insurance?
Section 26(6) of Kenya's Social Health Insurance Act applies to a non-Kenyan who intends to enter and remain in Kenya for less than twelve months.
It requires that person to be in possession of travel health insurance as designated by the Cabinet Secretary responsible for health.
Regulation 70 of the Social Health Insurance Regulations then explains what that insurance should contain.

Who does Kenya's travel health insurance rule apply to?
The Social Health Insurance Act specifically refers to a non-Kenyan intending to enter and remain in Kenya for a period of less than twelve months.
That covers the type of visitor most people would describe as a tourist, short-term business traveler or short-term visitor.
It is important not to assume that being exempt from the Kenya eTA automatically means being exempt from every other Kenyan health or entry rule. eTA exemptions and health-insurance obligations arise under different legal frameworks.
What must Kenya tourist travel insurance cover?
Kenya does not simply say that a traveler should possess something called “travel insurance.” Regulation 70 identifies specific benefits.

Do I need to upload travel insurance for my Kenya eTA?
This is where the new rule can become confusing.
Kenya's official eTA website currently lists the standard documents travelers should have ready before starting an application. These include:
- A valid passport.
- A selfie or passport-type photograph.
- Contact information.
- Arrival and departure itinerary details.
- Accommodation confirmation.
- A payment method.
Travel insurance is not currently included in that universal list on the public eTA page.
That means you should not invent an insurance upload or attach random documents when the application does not request them. Follow the fields shown in the official application.
At the same time, the absence of an upload field should not be confused with the absence of the underlying insurance rule. Kenya's Ministry of Health has been developing the administrative mechanism for mandatory inbound travel health insurance separately.

What proof of travel insurance should I carry to Kenya?
Carry a policy certificate that can be understood without requiring an immigration or airline employee to log into your insurance account.
Ideally, the certificate should clearly show:
- Your full name.
- The insurer or insurance provider.
- Your policy number.
- The start and end date of coverage.
- Kenya within the geographical area of coverage.
- Emergency medical benefits.
- Medical evacuation.
- Repatriation benefits.
- Hospital benefits.
- Prescription medicine benefits.

What if I already have annual or credit-card travel insurance?
You may already have travel insurance through an annual multi-trip policy, employer, bank account, premium credit card or international insurer.
Do not automatically buy a second policy without first checking what your existing insurance covers.

- Is emergency medical treatment covered?
